IMPLEMENTATION OF THE SMART CROSSWALK PILOT PROJECT
April, 2019 – August, 2019 (begin work), Expocenter of Ukraine, Holosiivskyi DistrictDue to the high accident rate and mortality on the roads of Ukraine, PO «City Development Fund» together its with partners initiated the implementation of the pilot project «Smart Crosswalk» (in-ground traffic light) in the field of illumination of pedestrian crossings on the roads of Ukraine.
«Smart Crosswalk» is is a bright green or red (depending on the traffic signal permitting) LED strip that will be displayed on the ground in front of the pedestrian crossing, which can warn pedestrians who are distracted by the phone when crossing the road. In addition, bright signaling lines can be used to highlight bike lanes, pedestrian areas, or public transit waiting areas.
"LED-paving stone" is used as a signal element, it withstands loads of 2.5 tons at a thickness of 60 mm. Products made of paving stone are resistant to wear, abrasion and are easily cleared of various contaminants, resistant to water, moisture, ice and chemical compounds, salts and sunlight.

2. THE 1st EXPO CONGRESS «BUSINESS FOR SMART CITIES»
January 29-31 2019, NSC «Olimpiyskyi», Kyiv, Ukraine«Business for Smart Cities» is an annual global event which gathers the leaders of the region and international experts to address solutions to the problems of their cities, and find the most appropriate partners to develop innovative projects and services.
The organizers of the congress are the Academy of Public-Private Partnership, «Ardana consultants», «City Development Found»; the event was supported by the Ministry of Economic Development and Trade of Ukraine, the Kyiv City State Administration, the Ministry of Regional Development, Construction and Housing and Communal Services.
The event has gathered about 2000 participants and 140 speakers from 30 countries, including:
26 representatives of international organizations (EBRD, IFC, Global Infrastructure Hub, UNECE, HABITAT, UN Global Compact);
49 representatives of public authorities;
65 representatives of private business.
EXPO Congress was visited by delegations of 12 embassies of foreign countries in Ukraine, in particular: Austria, Azerbaijan, Israel, Kazakhstan, Kyrgyzstan, Norway, Spain, Switzerland, the Netherlands, Hungary, Japan, USA.
The exhibition included stands of foreign and Ukrainian companies and Ukrainian cities.
The event was held a variety of morning sessions filled with well-known, globally respected keynote speakers, and prominent leaders from the region and the world. They presented real ideas and projects for immediate implementation. Several specialized sessions on different topics and aspects of city development be offered.

3. CREATION OF THE INDUSTRIAL PARK IN IVANO-FRANKIVSK

4. AUTOMATED PARKING SYSTEMS
Nowadays every driver is familiar with traffic jams and lack of parking space. This issue is particularly acute for city center in Kyiv, where it is extremely difficult to move and is practically impossible to park a car during rush hour.
According to the Law #2262-VIII dated 21.12.2017 “On Amending Certain Legislative Acts of Ukraine Regarding the Reform of the Vehicle Parking Area” it was foreseen the creation of legislative mechanism of liability for violation of stopping rules and parking of vehicles by introducing photo, video fixation of offenses.
The mechanism of bringing to administrative justice person, the car is registered on, for violation of traffic regulations, stopping and parking rules as well as default of payment for parking or parking on the spots for people with disabilities with a certain right for it. The document will come to action 180 days after publishing, September 27, 2018.
City Development Fund initiated the creation of the pilot project in placement of automated parking systems. This modern technological mobile solution that would organically fit in the architecture and unload the city from excessive number of cars, created to solve the issues with parking.
The project organization and company which are ready to invest in this project were also found.
WIROMET SA, company that combines innovations, functionality and cost-effectiveness while designing automated parking systems and offers the possibility of the optimal use of surfaces thanks to usage of Smart, Ace and Grand parking systems was chosen for the project.
Thanks to reliability, durability and practicality of these solutions over 550 projects all over the world were implemented. WIROMET is the first company in Poland that implemented the Intelligent Parking project, a multilevel automated parking, located near the office of the company as a symbol of innovation and openness.
The construction is built on a multi-storey platform that allows moving cars between levels with a help of a special lift and enables to save up space. Automated parking can successfully become a competitor and replace an expensive underground parking.

5. DETECTION OF THE 21 COMPLEX OF AUTOMATIC FIXATION OF VIOLATION OF TRAFFIC REGULATIONS
Complexes record the violation of a speed mode as well as a red light crossing and driving trough the stop sign. At the same time, complexes can be used for solving other tasks of traffic infrastructure including:
- record of all vehicles that enter and exit the city;
- monitoring and intellectual control of traffic on the roads situation;
- 24-hour registration of the situation on the roads at all enters and exits, as well as on main traffic junctions;
- determining the speed of both single vehicles and the traffic flow;
- definition of quantitative parameters and characteristics of the traffic flow: the flow rate, the number of vehicles that crossed the junctions for a specific time period, the formation of reports, etc.

6. INITIATION OF CREATION OF SPECIALIST CENTRE OF EXCELLENCE FOR E-GOVERNMENT, DATA SECURITY AND ACCOUNTABILITY IN UKRAINE UNDER KCSA IN SAFE CITY SPHERE
March, 2017 – June, 2018Together with Kiev City State Administration, Ukraine Traffic Safety company and Ukrainian Public-Private Partnership Development Support Center under United Nations Economic Commission for Europe auspices the creation of Specialist Centre of Excellence for e-government, data security and accountability in Ukraine under KCSA in Safe City sphere was initiated in Kyiv.

7. VIDEO SURVEILLANCE SYSTEM INNOVATIONAL PROJECT
June-August, 2016City Development fund started video surveillance system project with analytical functions:
- license plate recognition;
- face detection;
- definition of intersections of relative lines;
- detection of congestion of vehicles and people;
- detection of enter and exit events in a specific virtual area;
- detection of objects that remained in specified region for a long time, such as parked cars, large format objects etc.

8. STREET LIGHTS REPLACEMENT
June-July, 2016City Development Fund initiated replacement of street lights in Kyiv City. Replacement of 60 sodium lamps with LED energy-saving lights in areas of Grabovskoho St., Kytaivska St., Stratehichne Highway and Nauky avenue.

9. INITIATION PROJECTS ON INTRODUCTION OF THE SYSTEM FOR FIXATION OF VIOLATIONS IN THE FIELD OF ROAD SAFETY IN THE AUTOMATIC MODE IN 3 CITIES OF UKRAINE (KYIV,ODESSA,LVIV)
A preliminary study of the needs of cities in the urgent directions of the "City Development Fund" was initiated, the vision was formed, goals and mission were identified, partners of such projects were found:
Projects on introduction of the system for fixation of violations in the field of road safety in the automatic mode (hereinafter - ASFP), which are proposed to be implemented on conditions of public-private partnership (hereinafter - PPP) in 3 cities of Ukraine (Kyiv, Odessa, Lviv).
LLC "Ukrainian Traffic Safety" - a partner who expressed his desire to participate in the development of this project, further development, investment in its implementation. The projects have been prepared and submitted for consideration by the local self-government bodies.
The purpose of these projects implementation is to increase the road safety in the respective cities. The projects proposed:

- to ensure the operation of ASFP for fixation of road safety rules violations in the automatic mode, in particular regarding the observance of established modes of speed of vehicles, including: video recording of violations of ACF by vehicles, service and maintenance of ACF and communication facilities; implementation of communication management within SPD; transfer of information on the established violations of road safety rules to COSD for its initial processing, storage and transfer to the relevant local administration in order to monitor traffic safety in the city and its submission to the National Police of Ukraine for using it in the process of monitoring road safety rules violation by imposing administrative penalties for violations in field of road traffic safety recorded in the automatic mode.

10. PROJECTS “INTRODUCTION OF MULTI-LEVEL AUTOMATIC PARKING SYSTEMS IN KYIV”
LLC "SECURITY SYSTEM MANAGEMENT" - a partner who participated in the development of the project, further development, investment in its implementation. The project "Implementation of multi-level automatic parking systems in the city of Kyiv" was prepared and submitted for consideration to the Kyiv city state administration, which is proposed to be implemented on the terms of public-private partnership.
The purpose of the Project is to create multi-level automatic parking lots (hereinafter referred to as MAPs) in Kyiv to solve the problem of insufficient number of parking spaces in specially equipped parking areas in central and other districts of the city and organization of their operation.
During the first three years of the Project implementation it is proposed to install 85 structures (rotary parking lots) with a total capacity of 1020 parking spaces, namely:
- in the first year - 17 structures for 204 parking spaces;
- in the second year - 34 constructions for 408 parking spaces;
- in the third year - 34 constructions for 408 parking spaces.
The proposed term of agreement concluded in the framework of PPP - 20 years
General cost of the project implementation is estimated in the amount of 17,004 mln USD., including in the first year – 3,4 mln USD, the second year – 6,8 mln USD, the third year – 6,8 mln USD.
